   “Strengthening Global Partnership:  Sustaining a Paradigm Shift towards Designing, Developing and Implementing Pro-Poor Land Tools and Approaches”  

15 -16 November 2011 
Nairobi, Kenya

As agreed from the November 2009 Partners’ meeting and as highlighted by the Mid-Term Assessment, it was decided to convene a partners’ meeting every two years. Hence, the scheduled 4th Partners’ Meeting on 15-16 November 2011 in Nairobi, Kenya. The meeting will build on the experience and lessons learnt from the November 2009 Partners’ Meeting.

Meeting Objectives

With a tentative Theme, ‘Strengthening Partnership: Sustaining the Paradigm Shift towards Designing, Developing and Implementing Pro-Poor Land Tools and Approaches’, the meeting aims at further strengthening the global partnership towards sustaining the paradigm shift in the development and implementation of pro-poor land tools and approaches and in the promotion of alternative land tenure and land management systems to improve tenure security within the land governance framework.

Specifically, the meeting intends to achieve the following:

  • To share GLTN’s achievements, challenges and lessons learnt for the last four years and to contribute to its future direction;
  • To share and identify partners’ key priorities and programmes related to the achievement of the GLTN agenda to improve synergies and interactions;
  • To strengthen working relationships and collaboration between and among partners within their own sectors/clusters and across other sectors/clusters towards addressing emerging global challenges in the land sector;
  • To decide on representations to the International Advisory Board (IAB) and to agree on further improving the current arrangements and feedback mechanisms;
  • To review GLTN’s experience on partnership and networking and provide strategic recommendations and directions to further strengthen the Network; and
  • To better understand the available land tools and training packages for purposes of mainstreaming, adoption and possible piloting and roll out.

To meet the above objectives particularly objective no. 6, it is planned to have a half-day afternoon briefing/orientation session in the afternoon of the 14th November 2011 to showcase the available tools, products and training packages of GLTN. See more information below.

During the 2-day facilitated partners’ meeting (15-16 November 2011), it is planned to have an opening programme where the Executive Director of UN-HABITAT will be addressing the GLTN partners, presentation on GLTN’s achievements, challenges and future directions, break-out sessions by cluster or cross-cluster to share priority programs and priorities related to GLTN agenda and to decide on IAB representations (by cluster) and break-out session on emerging thematic land issues by cross cluster groups. Bilateral discussions, group meetings and networking are also encouraged particularly during breaks and/or before and after the agreed programme of the Partners’ meeting.

Organizational Arrangements

GLTN Secretariat is organizing the meeting in close collaboration with the Steering Committee (SC) and International Advisory Board (IAB).

The Chairperson of the GLTN International Advisor Board (IAB), Ambassador Agnes Kalibbala is expected to chair the morning session of the first day of the meeting.

GLTN Secretariat will take responsibility for the invitation, programme, meeting materials, documentation of the proceedings and logistical arrangements.  Partners are encouraged to jointly work with the Secretariat in organizing the meeting on a voluntary basis. Secretariat staff, if required, will be available to be rapporteurs during the break-out sessions.

An external facilitator/moderator will be available during the meeting.

Reference documents, programme, updates and related information on the Partners’ Meeting will be shared to all partners through a dedicated ‘event’ site in the web (www.gltn.net).

Participants

Meeting participants are expected to be around 50-60 which may come from forty-five (45) existing partners, new and prospective partners and  invited partners/individuals, GLTN Secretariat and representatives from UN-HABITAT. Particularly, the Secretariat will invite prospective development partners (e.g. multi-lateral/bi-lateral, foundations, etc.) working on land to participate and other key organisations and/or individuals.

The meeting will be by invitation only, however, any interested organizations or individuals may contact the GLTN Secretariat (see contact information below) to express their interest subject of their intention to fund themselves and further assessment of the Secretariat.

Date, Venue and Cost Implications

The Meeting will be held at UN Gigiri Compound, Nairobi, Kenya on 15-16 November 2011. The half-day briefing/orientation and possible training session will also be held at UN Compound, Nairobi. Specific venues or conference rooms will be disseminated soon.

Partners are encouraged to fund themselves. However, GLTN may finance or subsidise a limited number of partners if they are not able to self-finance. Partners who will need funding support may contact GLTN secretariat as early as possible but not later than 31 August 2011.

Important Dates and Related Activities

On 8-12 November 2011, a Writeshop on ‘GLTN Land Tools: Taking Stock of Progress to Date’ will be organized and quick feedback on the initial results and way forward may be provided during the Partners’ meeting. For further information, please see attachment below.

On 14 November 2011 (PM), there will be an Orientation/Briefing on ‘GLTN Tools and Products’ aimed at facilitating a better understanding of GLTN and the available GLTN land tools and products for purposes of mainstreaming, adoption and possible piloting and roll out. For more information, please see below. In the evening, GLTN will host a welcome cocktail. For both events, all partners are invited.

On 15-16 November 2011, the actual conduct of the Partners’ Meeting.

On 17-18 November 2011, starting in the afternoon of 17th November, a Learning Exchange on ‘How do we work with and upscale the GLTN land tools and approaches?’will be organised. The Learning Exchange aims to promote and improve the use of GLTN land tools and approaches through: 1.) Learning from partners about land tools and approaches they have been working with,; 2.) Exchanging approaches, insights, experience and knowledge; and 3.) GLTN Secretariat and other UN-HABITAT staff. For more information, please see attachment below.
