Transparency in Land Administration
A Human Capacity Building Agenda for South and South East Asia

Transparency is widely recognized as a core principle of good governance. Transparency means ‘sharing information and acting in an open manner’, ‘it allows stakeholders to gather information that may be critical to uncovering abuses…’ (UN-HABITAT 2004). Transparency is a critical component of a well functioning land administration particularly in view of the scarcity of clear and credible information on land tenure, land laws and policies, land availability, land prices and transactions. In much of the developing world, there is a huge demand for capacity building on transparency in land administration. In view of this, ITC and GLTN UN-HABITAT develops an initiative for a series on capacity building on transparency in land administration in South and South East Asia. The launch of the training program started with a two-days Expert Group Meeting (EGM) on ‘Transparency in Land Administration’ which has been organized in Yogyakarta from 20-21 July 2010. The EGM was set out to meet the objectives: to introduce the training agenda to regional stakeholders and secure broad based ownership; to obtain ideas and inputs that will be used to focus the training on regional priorities and; to customize the delivery method of the training in regard to needs and capabilities of the new target group. The event was followed by 25 regional experts and international experts from the region as well as ITC, UN-HABITAT and their corresponding partners for the capacity building trainings. The event successfully define a plan to fine-tune the training programme on Transparency in Land Administration for South and South East Asia. The event has identified regional priorities in transparency, and requirements and gaps to be filled in throughout the capacity building programme.
