The customary tenure rights have in some places been undermined and may be in need of strengthening, revisions or even replacement if they no longer are suitable for handling the challenges faced. Women’s land rights are often weak under customary tenure but so has often also been the case in land titling programs that have attempted to replace customary tenure systems. A cautious pilot-testing approach is recommended when assessing alternative solutions.

Re:R7: - 2009/05/06 12:27 GMT In many parts of the world current tenure norms cause accumulation of land assets to certain hands making the land resource non accessible to the poor and also a lot of gambling is going on. Environmental interests are not always protected.

There shall be certain international norms in this regard. Of course, all nations can formulate new norms in accordance with their local social needs; but the international norms shall be to safeguard the long-term environmental interests wherever the resources are located.
