Re:Q.18. - 2009/05/07 18:25 GMT Slums originate in urban areas from exodus of starving rural people to urban areas as a means of survival. If there were enough productive land in the custody of such people in the rural area and if they had the capital to produce enough food or other crops on their land just to meet both ends of their lives, they would never have migrated to the urban streets (non inhabitable areas) as helpless refugees.

Therefore, the best method to curb slum formation in urban systems is to focus land development activities in the rural areas.
