Land use planning - 2009/05/06 08:08 GMT There is a need for an interactive land use planning process between central and local authorities to consolidate national and local priorities. Top-down land use planning may lead to very poor implementation at the local level. Local commitment cannot be taken for granted and broad participation and local elite capture can be difficult to avoid and likewise the exclusion of poor and vulnerable groups having low status in society.

Re:Land use planning - 2009/05/06 10:28 GMT The key word here is "INTERACTIVE".It is important to define the role of central Government in Land use planning which I believe is mainly to evolve through a wide base of stakeholders, a coordinating framework of land use plan from which local Governments can derive their local land use plans.
This is however never achieved due to the low priritisation of land use planning by most Government brought about by lack of understanding of the important role of Land Use Planning in coordination of develoments.
The second major problem which works against the poor and the disadvantaged is the apparent shortage of capacity in the discipline of land use planning vis a vis the huge challenges.The few personnel tend to concentrate on urgent issues which often than not are related to enterprenuers and major investors.

Re:Land use planning - 2009/05/06 16:10 GMT By capturing and understanding the needs of the local populace that are going to be influenced by the plans, can economic land use objectives per (sustainable) density be computed. This process naturally flows to ownership of planning objectives, stressing on the sustainability aspect by the local populace. Building on local assessments, national assessments can be modelled meaning that though it is a time-intensive exercise, the cost effectiveness of it in the long run cannot be ignored. Implementation hence follows through from a bottom-up approach that results into a coherent/ cohesive and integrated regionally/ nationally sustainable system.

to ensure sustainable land management.

So detailed and wel-thought national land use plan must be adopted and enacted properly by the developing country governments with coordination of local authorities and local governments.

Zoning approach must be imparted in the land use plan

The implementation strategy must include compensation, employment, income and financial package for pragmatic
land acquisition and reform implementation in the developing world.

Democratic consensus, political stability and program continuity are also to be considered

Re:Land use planning - 2009/05/11 13:43 GMT The relative failure of the Greater Cairo Region Master Plan 1983 and its 1991 modifications made by the General Organisation for Physical Planning (GOPP) was attributed to the shift from public to private housing finance, being part of the 1991 International Monetary Fund (IMF)restructuring programme of the Egyptian economy .

The Greater Cairo Region Master Plan's aims of creating sustainable desert settlements for low-income population, controlling urban growth and east- west urban expansion, reducing population concentration in the inner city, protecting arable land to the north and south of Cairo, and upgrading public facilities have in large part not been achieved.

Indeed, the Master Plan no longer really exists in an effective way, as new town housing proved to be too expensive for poor relocated population, thus eventually attracting speculators and land developers. Since the 1990s Greater Cairo's continued development has been carried out by private entrepreneurs and property speculators rather than by the city's planners, thus contributing to the emergence of unplanned gated desert resorts instead of the provision of low income social housing.
