Old and shattered cities must be abandoned
New cities can be extended to the rural areas,
New urban development must be planned with smart zoning
Public private partnership along with financial compensation package could be included. Conservation must be considered. Fine examples from the cities world wide could be taken to set new one.

Re:Natural City - 2009/05/08 08:43 GMT I believe that even with heavy involvement of private sector, building of new cities should be considered as the last and inevitable alternative. The first priority in such a case could develop intervention measures even if expensive at the beginning. If this is not possible evolve a city around the existing one and create a role for the old city with renewal programmes and controlled functions. The current sustainable planning procedure of local or citywide plans is to use developed environmental framework as a base for planning.This early integration of environmental planning guarantees sustainable cities.

Re:Natural City - 2009/05/15 21:10 GMT I would like to bring attention to three areas of concern:
1. Early integration of environmental concerns in urban development plans is key. Water-shed based planning and management presents a plausible strategy for planning with reference to natural boundaries overlapped on administrative/ political ones.
2. It has been well established that existing cities and their blighted quarters serve as important environments for the urban poor - low rents and proximity to economic opportunities. Redevelopment of such cores has proved to contain the trend for urban areas to encroach valuable farmland. There is a concerted effort nowadays to look at ways of retrofitting older and historically important building stock with environmentally efficient elements. There is no question that using the existing built fabric itself as opposed to new construction conserves precious natural resources.
3. Slum redevelopment can be seen as an opportunity to create small enterprises based on sustainable technologies for basis services and building. Several such technologies have been tested in different regions of the world. As with every technology transfer, community and region specific options need to developed.

Re:Natural City - 2009/05/19 12:03 GMT REMY, sorry for not getting back to you on your inquiry. In Kenya the approach of Participatory Environment Planning as the first building block in planning has been experimented with some form of success. Two particular towns that has been used for this approach are Malindi at the coast and Naivasha along lake Naivasha. This approach known as green towns programme is being used by the Department of Physical Planning.
You could read a chapter I had written in Book titled " environmental Governance in Kenya". the chapter analysis the two laws of land use planning and environmental with the aim of trying to synchronize them.
