Transparency in Land Administration - 2009/05/06 19:09 GMT Land Administration in particular reference to Nigeria is guided by the Land Use Act 1978. The Governors of each state are responsible for the administration of all urban land. In the case of the Federal Capital city the Minister is in charge. Officials in charge of Land Administration in the FCT are faced with a lot challenges. The demand for land is increasing and there is very limited availability of serviced land. Th pressure therefore is too high on the Minister. Transparency to some extent will go a long way in dealing with these and other problems associated with Land Administration in Abuja.

Re:Transparency in Land Administration - 2009/05/08 09:21 GMT Land banking for urban development in the past tended to be viewed as a solution for future orderly development of cities. However looking at what happened in Nairobi where land bank created in the 70s was later grabbed and no longer available for city development explains the challenges of administration of land in cities.The truth of the matter is that most land use plans are prepared on private lands. This makes their implementation complicated particularly where owners' priorities for their parcels of land is in conflict with proposed uses.In addition land for infrastructure development has to be acquired for any major envisaged project.
The solution for different land uses will vary from one to another. For example in case of land for housing some of the suggested proposals include owners of land being encouraged to partner with investors where cost of land is considered as a share of the total cost. Other proposals have been advanced where Government acquires land for proposed major housing programs by private developers and the payment of that land by the developer is done on completion or sale of the housing unit.
What Iam referring here is it may not be wise to link the whole process to improved transparent in land administration, but rather it might be more beneficial to think in terms of developing strategies that work and facilitate development.
