I have already touched upon the point raised by Bina and Patricia, in particular on power relations and developing tools that allow for at least an attempt at a win-win situation for all involved.

I will therefore, in my response now, focus specifically on your suggested points for new clustering and also the issue you raise about some of the problems with some specific merged criteria.

1. Your suggested cluster of: Capacity Building, Organizing and Empowerment is very key. The merged criteria do not capture the issue of organizing as well as they should- as Elena and Maria, both representing powerful netowrks making gains in the land arenas for poor women, organizing and presenting a collective face is key.
It is not the purpose of the land tool, by definition of the GLTN, to organize communities- and this would never be sustainable organizing. A land tool however, can and should create a platform for organizing and also, must allow for engagement and implementation by organized structures.

QUESTION TO ALL: Could ‘organizing’ be another criteria? It was featured in the Lukenya meeting very prominently. Also how do others feel about the cluster of “Capacity Building, Organizing and Empowerment”? And then we include another on “Land Governance”, adding participation within this cluster? Or do we make Participation its own cluster head?

2. Monitoring and Evaluation: While Monitoring and Evaluation is what the criteria is all about- the indicators which we will be developing in the subsequent Train Rides will assist in this, they can actually answer whether a criteria has been met . Indicators are used as a performance measurement tool for assessment and comparison.
I think the question you raise more is the role that women’s organizations will play in monitoring and evaluating tools-should there be a specific criteria that a tool “Must ensure that women play an active role at all stages, from development to implementation to evaluation?”- recall also, that we will place criteria in stages - that is, do the criteria speak to input/process/output? Thus, to have a monitoring and evaluation role criteria cutting through (to ensure women’s organizations roles in their regards are demanded throughout) is important.

3. Land Markets: You request specificity with regards to Land markets. You suggest a criteria on “equal power in the market so that they can gain and maintain access to land and housing”- in terms of access to information, credit/subsidies, options and support for pooling of resources and cooperative mechanisms. Some of these issues are dealt with throughout the merged criteria- for example, access to information is in cluster 1. However, the issue of various credit and other means to ensure women are able to economically access land is an important issue.

QUESTION TO ALL: Do people think we should have a criteria cluster specifically geared towards “Land Markets” and how they are influenced by the tool from a woman’s perspective – or perhaps, we could introduce another cluster generally around the “Economic” aspects of the tool?

4. You also suggest that we deal with mechanisms that hold land from the market, prevent land value increase, gentrification and displacement, as well as taxation schemes to prevent speculation. What you mention here are largely part of the land tools that exist- land value taxation is one tool suggested by GLTN, for example. Thus, this point goes more to the actual tools themselves. But the question you pose still remains, around criteria to ensure that these kinds of tools are actually levelling the playing field and working to balance power relations. (As also Bina and Patricia dealt with in their posts). Thus, a way of dealing with this is possible to focus on the Participation aspect- expanding upon this cluster to ensure that women play a role in, as you suggest, land use decisions, planning and development processes- this echoes Patricia’s point regarding women must take part in decisions as well, as well as Bina’s point, that women must not only participate, they must participate ‘effectively’!

QUESTION TO ALL: Do the criteria as they are now, capture this aspect of Participation – will women’s participation as reflected in the criteria ensure that the land market is able to assist women gain and maintain land?

Let us consider these questions, which will refine our criteria to make clustering easier.
