Re:On tools that are inclusive - 2008/09/24 06:34 GMT Dear Rosemary, Neezla and Siraj,

A salute to you for getting in your comments onto Train Ride 2- all very useful and I thank you very much for them. Due to technical difficulities, I could not reply earlier, but wanted to say thanks as we close Train Ride 2, and highlight a few points made by each of you.

Rosemary, I think your comments brought us back to reality when you said we must focus on why denial of land rights is the status quo for women, and what has been the effect? Indeed, these are fundamental questions, and play out in various ways, as you point out, in unequal access to land profits, unequal inheritance, and lack of women's voices in decision making over land. Tools should try to address these- and criteria need to keep these at the forefront of thier evaluation.

Neezla, your interesting example of inheritance playing out differently in different interpretations and applications of Islamic law is also very important, and echoes a comments made earlier that we need to know the nuances and affects of religious laws- not just address religious laws in and of itself, but recognize the variations within its application. This insight is much appreciated and very importnat.

Lastly, Siraj, thank you for your three keenly made points- defintely, we must consdier the varying "kinds" of women- this echoes an earlier statement on the non-homogenous nature of women- which I believe should be a key consideration across clusters and criteria. Recognizing that men are those with power within the land sector- think of ways to effectively engage with them and ensure that thier role as potential change agents is well utilized.

Lastly, your point on tool typology I think brings us back to the issue that we need to ensure that we properly fit crtieria to the appropriate tools- that not all tools have the same objectives. Thus, the criteria must be appropriate to those objectives. This must be well thought out.

Overall, these comments provided much insight into the development of th summary of Train Ride 2, which should be up in the next day or so. In that summary, you will see that we attempted to cluster the criteria, using the merged criteria as a base and adding the new criteria/cluster suggestions that emerged from the discussion. We also added a number of cross cutting considerations, which I believe must be applied throughout the criteria to all tools.

I thank everyone for these final comments. Please do take the time to read and comment on the summary when it is up- I hope it has adequately utilized the excellent points raised throughout this very interesting discuss during Train Ride 2.

It has been a pleasure to be your moderator, and I look forward to continuing on this journey with you.

Onwards to Train Ride 3!

With many thanks and well wishes,
Birte
