Things to keep in mind on measuring criteria - 2008/09/26 13:13 GMT Dear e-forum participants,

As we continue thinking about the types of ways we can make sure the evaluatuion criteria is relevant and that information can actually be collected about it (so that we can be able to judge whether a land tool is sufficiently gender-responsive or not), here are some general thoughts/guidelines we can keep in mind.

Some basic facts while proposing gender criteria:

Validity and adding value:
For example; How well does it logically measure the gender dimension in the land issue? How much value does the criteria add to the community, region, policy and issue under investigation?

Relevance and sensitiveness:
For example; How relevant is the criteria to the policy direction? How sensitive is the criteria to the overall issue? How important is the criteria for the overall expected result, outcomes, objectives and goal? How appropriate/relevant the criteria is to the land tools development?

Availability, reliability and accuracy:
For example; How readily available is the criteria? How regularly the criteria updated or (could be) made available? How accurate is the criteria? (e.g. error <20%)? How easily consensus can be gained from various stakeholders on that particular criteria?

Usage and friendliness:
For example; How easily can the criteria be understood and used to inform decision-makers, community and any interested party?

Difficulty:
For example; How easy is it to collect and access the criteria? How resources-dependent is the criteria to be made available/useable?


Make effort to apply the SMART principle to the proposed criteria

That is, each criteria should fulfil the following requirements:

1.Specific and sensitive to changes as a result of actions taken
2. Measure progress/change can be shown and is not easily manipulated
3. Attainable and applicable to the policy and action envisaged
4. Relevant to the areas in under investigation (gender)
5. Time bound and tractable showing changes over time


Note: There are limitations and risks associated with criteria development. For instance, criteria are never perfect, rather are indicative and could be context (gender) specific.

Criteria that satisfy most of these conditions could be selected/adopted. However, if the proposed criteria do not satisfied most of the conditions, they could be ignored
