Using local vs. national voting records - 2008/09/29 15:30 GMT Besides lack of data, it seems to me that you lack a constituency to drive the development of the GLTN Gendering framework in order to identify criteria for gendering tools. It seems that GLTN is a mandate in search of its people, or a solution trying to find its problem., which may draw resistance from male leaders ("our women aren't complaining")who believe you are troublemakers. Have you considered an indirect approach to identifying your constituency such as comparing local vs. national voting patterns? If ballots were gendered, particularly in local areas that you are interested in programmatically, it would give you a feet-on-the-ground and on on-the-scene place to start with women who could be reached, who might be able to read, and who felt safe enough to vote. Those women could be surveyed and mapped globally. Those women could be the GLTN nodes for GLTN information dissemination, followed by grass-roots focus groups that could help GLTN shape its approach to gendering tools. Many reminders from history tell us that it is often the women themselves who promote discrimination and male-dominant and even religious values, such as female mutilation and even the failure to pass the Women's Equal Rights Amendment in the US. A structural change in the power relationship between men and women often scares women as much as it does men. One way you could flesh out the values of women, their circumstances, and their willingness to change is through storytelling and theater. Create the same fictional "children's" story in several languages embodying the highest United Nations/GLTN vision of peace and prosperity for families, showing how women can help achieve the vision, and measure the audience response. Note the comments about how "Her-Story" varies from "His-Story." Note how Her-Story varies from the GLTN Story. Map those focus groups and issues globally. It seems to me that will give you your people, their story in their own words, and empower you to help. There's a nonprofit group in Boulder, Colorado, US, called "Mothers Acting Up," who seek to mobilize women to act on the behalf of themselves and children.
