Demand for GLTN’s Gender Evaluation Criteria on the rise

A multi-stakeholder evaluation team established by the Uganda Land Alliance is now fully equipped to use GLTN’s Gender Evaluation Criteria.  The over 25-member team—constituting the Ministry of Lands, local government, several civil society organizations and community organizers—undertook a GLTN training on 27-28 September 2011 using the Networks’ recently published training manual on the process.

The training is part of the project ‘Enhancing Women’s Access, Control and Ownership of Land’ being implemented by the Uganda Land Alliance, who have successfully fundraised to use the Gender Evaluation Criteria without GLTN financial support.   The evaluation team will now be selecting the land tools to assess for their gender responsiveness in 10 districts in Uganda. Once the tools have been selected and data collected, a validation meeting will be held early next year to confirm the degree to which the land tools respond, or not, to both women and men’s needs.  This process will involve working together with all the structures from the grass roots to the national level to get information and to validate findings.  As such, the Gender Evaluation Criteria provides a practical and evidence-based means to enhance land governance.

Uganda Land Alliance (ULA) is a consortium of 48 NGOs and 20 individuals formed in 1995 to advocate and lobby for fair land laws and policies. Since its inception in 1995, the Alliance has worked towards enhancing access, control and ownership of land by the poor through promotion of fair land laws and policies. The Alliance was exposed the Gender Evaluation Criteria instrument at the GLTN pilot of the accompanying training course, held in Mombasa, Kenya in November 2010.
