Kenya Assesses Land Sector Human Capacity Development Need

Fifty two participants drawn from the Ministry of Lands (MoL) of the Government of Kenya, Sida-Kenya and UN-HABITAT, attended a workshop at Panafric Hotel, Nairobi Kenya on 20 September 2011.  The objective of the workshop was to validate a consultancy report on “Human Capacity Needs Assessment and Training Program Development” project. 

Opening the Workshop, Mr. Z. A. Mabea Commissioner of Lands, noted that the Ministry attaches great importance to the exercise because human capacity development is key to realizing the land and sustainable development goals of the New Constitution and the National Land Policy. Reflecting on the many hours that staff at the MoL Headquarters, provincial and district offices spent attending a series of meetings with consultants and providing information, he further observed that the Ministry has provided the required inputs and leadership to facilitate the smooth execution of the project. 

Following the opening remarks and presentation of the report, participants engaged in an open and frank dialogue which eventually resulted in a number of useful recommendations. The recommendations will inform subsequent activities of the project which includes improving the quality of the report, achieving broader coverage of capacity development needs, and implementing the Training Program. In the course of the discussion, the Ministry reported that preparations are already underway to start implementing elements of the Training Program beginning this fiscal year.  

In closing, workshop participants in general and officials of the Ministry in particular thanked development partners who joined hands together with the Ministry to conceive and execute the project and asked for additional support to implement the Program that the current initiative has produced.  Development partners, on their part, recognized the high level of commitment and the deep sense ownership that the Ministry has all along demonstrated and positively responded to the the request for further support. In addition to Sida-Kenya, the Governments of Norway and Sweden have, through the Global Land Tool Network (GLTN), financially contributed to this endeavor and this has been gratefully acknowledge.
