Mrs. Clarissa Augustinus of UN-HABITAT and GLTN Secretariat delivered a statement to about 250 delegates during the opening session of the 17th session of the Commission on Sustainable Development (CSD-17) at the UN Headquarter in New York on Monday 4 May 2009.

Mrs. Augustinus urged the delegates to accommodate the following land dimensions in the text: 'CSD Chair’s Text under negotiation': rapid urbanization trend in developing countries, rural-urban linkages, capacity building, strengthening partnership and networks, securing land rights for all, situation of post conflicts and post disaster, and land governance.

She stated that the Global Land Tool Network (GLTN) and its partners are developing and piloting ‘robust gender evaluation criteria’ to ‘promote security of tenure for men and women’. Mrs. Augustinus full statement at the opening plenary of CSD-17 is available here pdf csdcaspeech 28.43 Kb

During the two week long negotiations, GLTN has actively participated in contributing to the outcome of the CSD-17. CSD-17 was the policy cycle where deliberations were sought on six thematic clusters: agriculture, rural development, land, drought, desertification and Africa. GLTN’s contributions focus on the land thematic cluster, with cross reference to other themes. GLTN team prepared inputs and comments, which were shared with CSD-17 Delegates. GLTN also prepared submissions to various delegations and supporting materials for ease reference.

The CSD meets annually in two-year “Implementation Cycles”, with each cycle focusing on one thematic cluster alongside cross-sectoral issues. This approach was outlined in a multi-year programme of work (2004-2017) adopted at CSD-11 in 2003. Each cycle is comprised of a Review Year and a Policy Year. CSD-16, in May 2008, conducted a review of barriers and constraints in implementation, as well as lessons learned and best practices, in relation to the thematic cluster.

CSD-17 negotiated policy recommendations based on CSD-16’s review of the issues and the development of a draft Chair’s Negotiating Text during an Intergovernmental Preparatory Meeting, which convened in February 2009.

The delegates took note of GLTN submissions and contributions, which were later reflected, in the final adopted document (available at: http://www.un.org/esa/dsd/resources/res_pdfs/csd-17/Final_text.pdf). Overall, GLTN made a positive contribution to the CSD-17 outcome.
