GLTN Partners to Develop a Pro-poor Land Recordation System

GLTN partners met in Paris, France on 15 - 16 March 2011 to develop a land recordation system that recognizes the land rights of poor people. In his opening address at the meeting, Jean-Paul Decorps, the President of the International Union of Notaries (UINL), emphasized the importance of this initiative as current land record management systems are not affordable to the poor and therefore in-appropriate for developing countries.

The GLTN partners attending the meeting identified core elements, requirements and priorities in the development of a pro-poor land recordation system. While arriving at a consensus on key entry points and priorities, they acknowledged the need for further research into institutional arrangements, tools and country-level application.

Prof. Jaap Zevenbergen of ITC drafted the background paper which guided discussions at the meeting. Based on the deliberations at the meeting, GLTN partners will revise the background paper and prepare an article for publication in a scientific land journal. Network partners will further carry out advocacy efforts to promote pro-poor land recordation at key global land events in 2011.

The Global Land Tool Network (GLTN) organised the expert group meeting in cooperation with the International Institute for Geo-Information Science and Earth Observation (ITC) of the University of Twente and the International Alliance on Land Tenure and Administration (IALTA) . The International Union of Notaries (UINL) and Conseil Supérieur du Notariat (CSN) hosted the event.
