Expression Of Interest
The United Nations Human Settlements programme (UN-HABITAT) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) recently developed a popular set of Quick Guides for policy makers on “Housing the Poor in Asian Cities”. In response to an approach from the Cities Alliance, UN-HABITAT would like to develop a similar set of Quick Guides targeting primarily policy makers in Africa. This call for expression of interest is to support the development of the Quick Guides for “Housing the Poor in African cities”.

1. Background
Rapid urbanization is taking place across the world, with more and more people in need of housing. At the same time, the pressure of rapid urbanization and economic growth has resulted in a growing numbers of evictions of poor urban households from their neighborhoods. In most cases, they are relocated to peripheral areas far from centers of employment and economic opportunities.
One of the key areas of focus for UN-HABITAT is that of access to housing for the urban poor. The Training and Capacity Building Branch (TCBB) of UN-HABITAT, in collaboration with the UN-HABITAT Shelter Branch and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) has successfully developed a set of Quick Guides for policy makers suitable for the Asia region titled ‘Housing the Poor in Asian Cities’. These Quick Guides provide key messages for policy decision based on practical examples and case studies from across Asian cities. They are presented in an easy-to-read and succinct format, including an overview of trends and conditions, concepts, policies, tools and recommendations. The quick guides cover the following eight themes:
- Quick Guide 1: URBANIZATION: The role the poor play in urban development. (Urbanization, urban development and housing policies)
- Quick Guide 2: LOW-INCOME HOUSING: Approaches to help the urban poor find adequate accommodation (approaches to low-income housing)
- Quick Guide 3: LAND: A crucial element in housing the urban poor (land for housing the urban poor)
- Quick Guide 4: EVICTION: Alternatives to the whole-scale destruction of urban poor communities (evictions)
- Quick Guide 5: AFFORDABLE HOUSING FINANCE: Ways to help the poor pay for housing (housing finance)
- Quick Guide 6: COMMUNITY-BASED ORGANIZATIONS: The poor as agents of development (community organization and development)
- Quick Guide 7: RENTAL HOUSING: A much neglected housing option for the poor (rental housing).
- Quick Guide 8: THE ROLE OF LOCAL GOVERNMENT: What policies should local government adopt and implement to facilitate inclusive, citywide approaches?
The quick guides were published in 2008 and widely disseminated during the fourth World Urban Forum (WUF 4). Early results indicate a positive interest in the Guides, not only in the Asia region but also in the other sub-continents. With these indications of demand and mindful of the challenges facing Africa, UN-HABITAT in collaboration with and funding support from the Cities Alliance is embarking on adapting the Asia Housing Quick-Guides to the specific needs and contexts in Africa in order to help with policy advocacy, awareness and capacity building in the housing sector in the region. An African version of the Quick Guides would be an important knowledge management and capacity building tool for the Cities Alliance and it members, including UN-HABITAT. The adapted version of the Quick Guides for the African region will be produced in English, and also translated into French and Portuguese.
UN-HABITAT is, therefore, looking for a lead partner institution/organization from Africa, with relevant knowledge, experience and networks in the region to undertake the development and adaptation work. The task involves coordinating the adaptation process through (i) research and compilation of existing knowledge, (ii) substantively engaging partners and end users for inputs such as case studies, examples and photos, and (iii) writing the Guides in a similar style, length and tone as that of the Asian Quick Guides.

2. Objective
The overall objective of this project is to build capacities of national and local government officials and policy makers, civil society organizations and organizations of the poor in Africa to address the issue of low-income housing more effectively in their countries.
The specific objective is to develop Quick Guides for policy makers on “Housing the Poor in African Cities”, which must be highly relevant and useful to users in Africa. The Quick Guides should be adapted to the realities of the countries and cities in the region and drawn from on-going experiences in the Africa region related to housing. It is important that the Quick Guides utilize the material in the Asian Guides wherever appropriate and maintain an easy-to-read format and the style that is accessible for non technicians and the general public of the guides, as the case with the Quick Guides for Asian Cities.
3. Target audience
The key target audience for this series of publications will be the African policy makers at national and local levels. The audience also includes trainers, housing policy advisors, and NGO leaders in lobbying, advocacy and training/facilitation capacity.
4. Specific tasks of the lead partner institution/organization
The selected institution/organization partner will undertake the following specific tasks under the overall supervision of the Training and Capacity Building Branch in close consultation with the Shelter Branch and the Regional Office for Africa and Arab States of UN-HABITAT:
Designing of an Expert Group Meeting (EGM)
The EGM purpose will be to identify potential areas of emphasis for adaptation in the African context. The lead institution/organization partner will ensure the following tasks:
- Design: the institution/organization partner will prepare the design of the EGM’s structure and programme, in consultation with UN-HABITAT. It will assist in identifying the participants of the EGMs, keeping in mind the geographic and gender balance, as well as a mixture of expertise desired for achieving maximum results.
- Facilitation: the institution/organization partner will facilitate the EGM, and capture its outputs in a manner that would feed into the adaptation work
- Participants engagement: Engage participating partners and others before, and after the EGM to ensure diverse inputs and ownership, and also in order to lay the foundation for future successful dissemination and use of the Guides once published.
- Identification of sources for case studies: Identify countries and cities to draw examples and good practices to enrich the adaptation.
Research work
- Review the Quick Guides series ‘Housing the Poor in Asian cities’ and suggest ways in which they can suit the African context and realities, or where some degree of adaptation will be necessary
- Prepare an extensive bibliography of relevant, up-to-date readings and secondary data sources relevant for adaptation of the guides to the African situation in the housing sector; undertake desktop research to fill knowledge and information gaps
- Identify key informers and partners with knowledge, case studies, photos and data and solicit their inputs in various formats
- Identify particular areas or gaps that needs to be discussed, further analysed or researched and find ways and means of doing that
- Ensure a balance of content and case studies giving proportionate attention to the eight thematic areas of the Guides in addition to gender sensitive content and geographically balanced case studies.
Writing, Editing and Layout
The selected lead partner institutions/organization will either provide from their own organization or procure the services of a talented writer or editor to ensure that guides remain clear and focused in their messages, and accessible for non technical readers and users. It is important that the writing and layout keeps the hallmark of the guides: clear, succinct and punchy, and user friendly.
The selected lead partner institutions/organization will subject the draft Quick Guides to a peer review exercise and widely solicit inputs and comments on the drafts which will be consolidated into the final drafts.
5. Deliverables
Eight Quick Guides on Housing the Poor in African cities adapted from the quick guides prepared for Asian cities. The eight quick guides are to be delivered in English and in camera ready format. The final outputs should reflect the results of the peer review to the satisfaction of UN-HABITAT.
6. Supervision of assignment
The overall supervision of the institution/organization will be provided by TCBB in close consultation with UN-HABITAT’s Shelter Branch and Cities Alliance.
7. Required qualifications and experience of the institution/organization partner
The institution/organization partner should have:
- Solid knowledge, proven experience and research expertise in at the least two of the key themes of land and housing, covered in the eight quick guides
- Ability to design and facilitate EGMs and engage stakeholders
- Excellent writing skills ideally demonstrated through a track record of published high quality tools and capacity building materials
- Strong presence in and exposure to Africa demonstrated through track record of activities, results, influence and network
8. Timeframe and Activity Plan Summary
The camera-ready Quick Guides are expected to be submitted to UN-HABITAT by end of November 2009.
