Land tool development can be described as: Describing, analysing, setting the agenda for research into the creation of tools, developing the tools which allow us to implement large scale changes in the land arena and, implementation at scale with evaluation.

Given the nature of land, this can generally only be done in-country, in cooperation with relevant government institutions within the country, and with multi-stakeholder involvement. However, global, and especially regional, best practices are also useful resources and these methodologies can often be adapted to the national context.

Six themes will be utilized when developing the tools, namely
i) land rights records and registration
ii) land use planning,
iii) land management, administration and information,
iv) land law and enforcement,
v) land tax and valuation,
vi) cross cutting issues.


In this GLTN Tool-Library you can find information about on-going tool development projects.
Only registered members can upload  information.

Please note that the current tools presented on the GLTN web site has not gone through an appropriate peer review process in accordance to the GLTN values. This is because the GLTN peer review mechanism is not yet in place. By 2008 the GLTN Secretariat aims at having the mechanism in place.
