Welcome to the second edition of GLTN News!

We hope that you find the newsletter an informative update on GLTN events and other pro poor land related activities world wide. The purpose of GLTN News is to give an overview of Global Land Tool Network as well as to inform about upcoming events and activities. The newsletter is based on the information on the GLTN website. News of interest that is published on the GLTN website will be inserted in the newsletter. Therefore, feel free to register at the GLTN website (www.gltn.net) and upload news and/or events.

Land Value Taxation/Capture

Land value capture recovers the value that public spending on services and infrastructure gives to land, distributing it to all citizens equitably. When robustly implemented, land value capture eliminates incentives for land speculation and hoarding. This reduces and stabilizes land prices, keeping land accessible and affordable for those who need it. By replacing harmful, unfair taxes on production, exchange and wage labor, land value capture increases wealth production while ensuring a fairer distribution of wealth – both essential in order to dramatically reduce poverty.

Social tenure domain model

The Social Tenure Domain Model - Specifications of a First Draft Model

During the 5th FIG Regional Conference in Accra, Ghana, 8-11 March 2006 the requirements for a Social Tenure Domain Model have been presented. Based on those requirements a draft version of this Social Tenure Domain Model has been developed. This paper presents the results of this development. It will analyse if the social land tenure system requirements are really covered, if implementation of Pro-Poor land Management as launched by UN Habitat is really supported and if management of geo-information from multiple sources (for maintenance of people land relationships) is really supported. Further there is attention to the integration of UN Habitats Continuum of rights and the integration of a wide range of spatial
units. The Social Tenure Domain Model is developed as a specialisation of FIG’s Core Cadastral Domain Model.

Gender mechanism

It is well recognised that implementation of women’s land, property and housing rights is often frustrated by the lack of effective gendered land tools. One of the Global Land Tool Network’s values and priorities is that we must reach a point where every tool must be gendered, as must be the process of tool development. The challenge therefore is three fold – to genderise existing land tools and those under development; to evaluate and upscale existing gendered tools and to create new gendered tools in response to identified ‘gaps’. 
Since 2007 GLTN and its gender partners have therefore been working on the development of the "Gender Evaluation Criteria", a tool to judge whether a large scale land intervention is responsive to both women and men's needs. The criteria have been successfully tested in Ghana, Brazil and Nepal in 2009 and 2010 and can be downloaded from the e-library:

Post-Disaster and Post-Conflict Land

Addressing land issues early and systematically is increasingly recognized as critical to post-conflict and post-disaster recovery and for the implementation of durable solutions (see for example the OECD DAC Guidelines, “Helping Prevent Violent Conflict” (2001). GLTN has identified post-disaster and post-conflict contexts as priority areas for work to develop land tools.
Two GLTN partners, FAO and UN-HABITAT, are developing a joint work programme to address critical gaps in existing knowledge and capacity to address land issues in these contexts.  With a mandate and seed funding from the United Nations Early Recover Cluster, led by UNDP, FAO and UN-HABITAT are developing two new land-related guidelines, one for post-disaster land and one for post-conflict land.
These guidelines will be complemented by the development of training materials and will be piloted at the country level to support early recovery responses to post-disaster and post-conflict situations in 2008 and 2009.

Twelve win awards for improving living standards

Dubai 29 March 2007: Twelve winners of the sixth cycle of the Dubai International Best Practices Award to Improve the Living Standards were honoured in Dubai yesterday.
Speaking on the occasion, Anna Kajumulo Tibaijuka, Under Secretary General and Executive Director of the UN-Habitat, thanked Dubai Government for initiating the award in 1995, which has been recording continuous growth in terms of participants and quality of the best practices projects. Climate Change:Coastal Mega-Cities in for a Bumpy Ride

NEW YORK, Mar 28 (IPS) - About 643 million people, or one-tenth of the world's population, who live in low lying coastal areas are at great risk of oceans-related impacts of climate change, according to a global research study to be released next month.

The study, by researchers at Columbia University's Centre for International Earth Sciences Information Network and the London-based International Institute for Environment and Development, is the first of its kind. The researchers identified populations, particularly urban populations, at greatest risk from rising sea levels and more intense storms due to climate change. Read more at IPS web page
