GLTN News January 2008

Welcome to GLTN News!

We hope that you find the newsletter an informative update on GLTN events and other pro poor land related activities world wide. The purpose of GLTN News is to give an overview of the Global Land Tool Network as well as to inform you about upcoming events and activities. The newsletter is based on the information on the GLTN website. News of interest that is published on the GLTN website will be inserted in future newsletters. Therefore, feel free to register at the GLTN website (www.gltn.net) and upload news, events and contribute to the user conferences.

The last six months with GLTN has been a period of change. The GLTN Secretariat has focused on strengthening the institutional capacity and partner agreements to enable long term and systemic change in the land sector. GLTN has managed to secure core funding for the next four years and the Secretariat has expanded with three new staff members, currently the GLTN Secretariat consists of 8 staff. The GLTN agenda has been enhanced to deliver on 18 key land tools structured within five broad themes and eight cross cutting issues (see Themes and Issues). A detailed Logical Framework Approach has been drafted and will be further developed in 2008 in collaboration with partners.

The management of the GLTN website has changed and is currently located within the Secretariat. The website has had some 25,000 unique visitors in 2007 and approximately 350,000 pages have been downloaded from 115 different countries. The registered GLTN members on the website are now almost 500 individuals and some 70 institutions/organisations worldwide representing more than 80 countries.

We are certainly looking forward to further intensify our work with partners over the next year. Please take this opportunity to read the GLTN News to get to know more about the GLTN agenda and its upcoming and past events. I would like to highlight the e-discussion on land governance to take place over the next two weeks on the GLTN forum (see details below).

Furthermore, since the GLTN Secretariat is based in Nairobi, we are saddened by the tragic events that we have all seen unfold since the announcement of the Presidential result in Kenya. Current estimates by the UN and others state that up to 250,000 people have been displaced by the post-election unrest. We would like to express our sorrow for all those affected and offer our condolences to those who have lost loved ones in the violence. We also wish to express concern for those families who have been, or are being, threatened with violent dispossession of their occupancy rights and land use. Our concern applies to the formal and informal areas in Kenya, to owners and to tenants alike. We strongly condemn the violence and intimidation, and emphasise the need for respect for human rights, democratic principles and justice.

GLTN News

E-discussion on governance in land administration

A moderated e-discussion on governance in land administration will be hosted at the GLTN website 21 January to 1 March 2008. The draft conceptual framework on governance in land administration illustrates seven key principles of good governance and offers suggestions for an initial set of indicators. GLTN members are encouraged to participate in the e-discussion and/or send direct feedback to the authors.

Expert group meeting on Land for Sustainable Urbanisation in Africa

The meeting will contribute to the GLTN approach to advance knowledge and provide a forum for exchange to take the land and Africa agenda forward at the sixteenth United Nation Commission of Sustainable Development (CSD-16) meeting in New York, May 2008.

Climate change and the emerging role of land use

A forum 1 November 2007 in Boston explored how metropolitan and regional growth policies and climate action plans can address climate change. “At a time when climate change and energy efficiency are more and more on people’s minds, our goal is to bring a sharp focus on the land use component in addressing global warming,” said Armando Carbonell, senior fellow and chair of the Department of Planning and Urban Form at the Lincoln Institute.

Land Administration Retreat
The World Bank hosted a Land Administration Retreat in Washington DC on 19-20 November 2007. The Retreat was attended by World Bank regional office representatives as well as representatives from various UN agencies and partner organizations, such as UNDP, FAO, IFAD, ILC, MCC, UN-HABITAT, GTZ and Kadaster International.

Urban Land in Africa

UN-HABITAT and GLTN organised a side event on ‘urban land in Africa’ which took place on Wednesday, 24 October 2007, in conjunction with the Fifth Session of the African Committee on Sustainable Development (ACSD-5) being held in Addis Ababa, Ethiopia, from 22-25 October 2007. The event discussed UN-HABITAT’s and GLTN´s perspectives and work in the area of urban land, particularly in Africa, as well as urban land challenges and opportunities for African countries.

Workshop on Gendering Land Tools

The Huairou Commission and the UN-HABITAT through its Global Land Tool Network (GLTN) held an international workshop on "Gendering Land Tools". The focus was developing criteria for large scale gendered land tools as well as outlining criteria for upscaling existing community land tools.

Regional Consultative Workshop on Land Policy in Southern Africa

The consortium of the African Union Commission (AUC), the UN Economic Commission for Africa (UNECA) and the African Development Bank (AfDB) are developing a land policy framework for Africa. The purpose of the Framework is to secure land rights, enhance productivity and secure livelihoods of Africans.

Workshop on pro poor and innovative land tools in Kenya

Workshop participants The Institution of Surveyors of Kenya (ISK) and the United Nations Human Settlements Programme (UN-HABITAT) through its Global Land Tool Network held a one day workshop on pro poor innovative land tools in Kenya. The workshop took place in Nairobi 24 July 2007.
